I couldn't really read the majority of the text through the blur but I think I got the gist of it. He's trying to convince you with emotional appeal to create a birthday card and pay you after the job is done when he's actually going to dip off the face of the earth?
He's going to try to make someone design the card, then send them payment, he'll send 'too much' then request you send the difference back because he has to buy presents for his 'ma' or whatever, then once you do that, he'll cancel his first payment to you and keep the difference.
